Relation type checks

This check creates hierarchical listing of all relations.
The results to get an overview of the used relation types and to fix relation tagging.

special tag handlings

There are quite a lot of relations that don't have a type tag. Many of them have one of the tags public_transport, line, boundary, place. Those relations are sorted into the lists as if they had a type tag.

Special listings

These are listings where I've added some kind of filtering before creating the hierarchical view.

planet_waterways	all relations that have a waterway related tag: [waterway, river, canal, stream, drain]
planet_street	all relations that have a street related tag: [address, associatedStreet, street, relatedStreet, street_number]
planet_power	all relations that have a power tag
planet_osm	all relations that have a osm tag. See osm proposal in the wiki.
empty_relations	View of alll relations without any member element.
